A geotechnical engineer's approach would be to:

(1)  Look at concrete strength and rebar non-destructively (per design,
shrinkage of actual mix OK?)
(2)  Look at drainage (is there drainage?)
(3)  Look at backfill (expansive?, properly compacted?, etc.)
(4)  Look at design pressures (appropriate for existing site conditions?)
