Do not worry about over tensioning of bolts from a safety perspective.  A
bolt stressed to 110% of the specified value will perform adequately as
long as it does not  fail during installation.

If a bolt fails during installation it means either the iron workers are
too agressive in tightening the bolt or else the bolt is defective.  In the
first case the problem will be solved by training.  in the second case I
think you would want to know that the bolt is defective.
