The NASA report archives are great places to search for things like this. 
Bolt tensioning is a serious matter for them. try 
<http://www.nasatech.com/index.html> and get into the NASA archives at 
<http://techreports.larc.nasa.gov/ltrs/ltrs.html>. Plenty of full text 
reports as well as abstracts.
