Yes! Absolutely, Yes!

A single structural engineering mistake can kill or maim hundreds, if not thousands of people, while a single mistake by a surgeon would kill or injure only the person that the surgeon is working on.  Even a hundred mistakes by a surgeon would not affect the same number of people that a single structural engineering mistake could.
