I stand corrected.  This is a change from ACI 318-89, but there is no bar
marking the change.  How did this get through TAC?  

By the same token it is a good idea especially for flat work.

Beg to differ.  In my copy, the column heading says "normal weight and
lightweight aggregate concrete".

	I am not sure which table you are looking at, but I think you are
looking at
	Table 4.2.2 in ACI 318-95.  If that is the case the minimum concrete
	strengths are only applicable to lightweight aggregate concretes.
