A very thought-provoking essay of Mark Gilligan's.

About this point:

...and about the outcome of that, where the estimator's version of the most
cost-effective use of steel is at odds with the design engineer's, and the
estimator's version is the trusted one,

It supports a theory that Design/Build should give way to Estimate/Build,
where the estimator contracts with the owner to do the whole package, and
then goes out and gets a contractor and an engineer to fill in the details
and do the chores. 

Another idea in there suggests in effect that the gap has narrowed between
the practice of engineering, which is the world's second-oldest profession,
and the practices of the first-oldest.
