In general pole foundations are almost always cassions.  The only occasions
where I have seen spread footings used are where a drilled pier can not be
readily used (extremely rocky soil or the like).  And as David said trying to
connect a precast concrete pole to a spread footing would be alot more
difficult then just using a cassion in the first place.
