Sometimes it helps to survey the existing concrete for rebar with a pacometer
( metal detector) .  Thgis will in most cases locate the large bars and then
the bolt layout can be adjusted to avoid the bars detected.

Testing agencies have the equipment and usually charge a four hour minimum.  I
know some engineering firms that have they're own pacometer for this reason as
well as for determining the location of rebar in an existing wall where a new
opening will be cut.

You may specify that the contractor is responsible for locating the rebar, by
the above method, prior to installation and that the engineer will review and
adjust the design as required to avoid drilling the rebar.
