The primary differences are for school and hospital design.  The rest of the
changes are pretty benign.  If you do California Schools or hospitals, you
definitely need the CBC.

Regarding the CBC as a building code, State law requires that all
jurisdictions adopt and use the CBC 180 days after its formal adoption by the
State.  If cities don't take specific action to adopt it, the CBC becomes
their building code without change.  They can amend it under very limited
circumstances if they officially adopt it.  You are more likely to find local
changes in cities like SF and LA.

Now, the real question is what do the cities enforce.  It varies widely by the
training and experience or lack thereof of the local building officials.
