There is no way that two beams if of different depths can work together
for full efficiency,  This is what Hardy Cross called a "flitched beam"
and also a "hybrid atructure". It occurs in many structures including a
square bent with thin columns and a thick beam.

The only way I see to reinforce a beam of this tyoe is to place a
section with a wider flange under the first beam and rub a fillet weld
down borh flanges so as to satisfy all the shear requirement for the
force taken by the composite beam. Good Luck.
