Dennis,

Try this theory;
partial organics mixed with unknown partially consolidated sands.  Sands may
be round grain susceptible to movement with minor vibratory influence (seismic
or traffic maybe).  Differences in densities may allow movement due to
redistribution of building loads (pressure grouting).  There may also be
uneven "layering" of the soils under and nearby the building allowing uneven
soil migration (most likely various sands as they generally have little to no
cohesion).  

IMO you need a lot more information from soils investigation and maybe the
help of an engineering geologist.  Best of luck.
