Why make the elevator housing out of cast-in-place concrete?  In the USA it
is common to make the housing out of other materials which are not rigidly
connected to the frame and as a result do not resist lateral forces.

If you do not connect the rigid elevator housing to the moment frame you
will only cause more problems in dealing with the differential movements.
