TSPE is the Texas Society of Professional Engineers.  They publish curves of suggested fees as a percentage of construction cost.  The curves are very similar to what you will find in ASCE Manual 45.  For most bridges, you will find that these curves recommend 6% to 10% of construction cost, which validates my previous post.
