Minimum Reinforcement for Footings

I interpret ACI 318-95 as follows. For footings and structrual slabs with 
two-way action, the minimum STRUCTURAL reinforcement requirement is to be in 
accordance with 7.12. In 7.12.2.1, a reinforcent ratio of .0018 applies *on 
the face and in the direction* for which a requirement for tension 
reinforcement is calculated, unless 1/3 more is provided than required by 
analysis. For beams and  one-way structural slabs, the minimum reinforcement 
is given by 10.5. From 10.5.1, for 4000 psi concrete, the reinforcement ratio 
works out to be 190/fy (old 200/fy), which is .0033 for gr 60 rebar, again on 
the face and in the direction for for which a requirement for tension 
reinforcement is calculated, unless 1/3 more is provided than required by 
analysis.
