Reference the USACE Technical Information TI 809-01 at
It will give 3 second gust wind velocities in various locations in the
Caribbean. I would look at the proximity to the shore. The Dominican
Republic is not specifically listed, but it is in the same hurricane storm
track as Puerto Rico. The maximum wind velocities will be 140 mph.

Can anybody give me the design wind speed for the Dominican Republic? Can
specify whether it is fastest mile or 3 second gust? If you do not know the
Dominican Republic, do you know Haiti? Also, what is your source?
