The Tension Leg Platforms are projected to go to ocean  depths of 8,000
feet.  Current TLP's like Ram-Powell are in ocean depths of 3,200 feet.  The
Ursa TLP is under construction and will be 4,285 feet high from sea floor to
the crown block of the drilling rig in about 3,900 feet of water.

For the 30,000 foot building, think Hindenberg, think TLP, and don't worry
about crushing loads, gravity loads, KL/r, and all that.

How about build the Skycraper from seafloor. Then the gravity load may be
less, and with the a seawater process plant, we don't worry about the water
pressure. It should be glass window, so the sealifes could be viewed. 

BTW, how deep of those drilling platforms are in North Sea under water? What
are the heights above sealevel?
