Paul, this is not true. Any architect can produce a structural set and use 
his authority or stamp to pass it through for permit. It is true in 
California and I'm sure most other states. The only restriction is placed on 
the Architect by the building official but the code does allow them this 
authority.
In California and especially in residential construction, the creates for 
some really big blunders at the expense of the public.
