The state of Ohio has uses the Ohio Basic Building Code.  In that code they require a 25 psf ground snow load unless a higher ground snow load is required by the local jurisdiction.  There is a snow exposure factor of to be used to determine the roof snow load.  I see no mention of any lake effects however I would suggest contacting the local building department and conferring with them.
