Well now, out here on the coast red tape is readily available; all you have
to do is come within a mile of the ocean.

I do not know of other specific areas, but I understand there is a new
government committee being formed to explore possible proliferation.  The
ultimate goal is to have red tape holding up construction throughout the
United States, and eventually to go global.
