If the concrete between pedestals is provided to simplify forming or for
the purposes of function, then consider that portion as a plain concrete
filler. I would suggest providing #5 @ 12" o.c. each way minimum on the
exposed faces only to prevent surface cracking. Keep in mind, however,
that the whole unit will move together and be stressed under load so it
would be prudent to verify that the actual stress distribution in the
plain concrete does not reach an overstress condition. You might check
this using a finite element approach.
