There are two versions of FEMA 273. 

The original version of FEMA 273, NEHRP Guidelines for the Seismic 
Rehabilitation of Buildings, October 1997 with the accompanying FEMA 274, 
NEHRP Commentary on the Guidelines for the Seismic Rehabilitation of 
Buildings, October 1997. (You should also order the "NEHRP Maps 1997" that 
are referenced in the above documents.)   These three documents can be 
ordered FREE from the FEMA Publications Distribution Center, 
telephone1-800-480-2520.

The revision to these FEMA  273 and 274 is being by the Degenkolb firm under 
the ASCE/FEMA 273 project and is entitled "NEHRP Guidelines for the Seismic 
Rehabilitaton of Buildings", ASCE/FEMA 273 Prestandard, First Draft, April 
12, 1999, which can only be obtained from the Degenkolb web site:
