According to ACI 318-95 eq. 10-8, a column is slender only if kl/r>34 since
M1 and M2 are zero, in your case.
Therefore eq. 10-2 for designing columns is applicable.

According to British Standards BS8110. They have 2 equations
N=0.4*fcu+0.75*As*fy
&
N=0.35*fcu+0.67*As*fy
