While this is not my area of expertise, the following thoughts are offered:

What happens to the dolphin after the bolt shears?  [The dolphin is
destroyed - hopefully absorbing sufficient energy in the process to stop the
ferry.  Obviously, the bolts would be designed to shear during a collision -
not during normal operation.]
Is the docking ferry then no longer functional?  [Ideally the ferry will
still be functional, though the dolphin may not be.]
How easily can the bolt(s) be placed?  [I haven't thought about this detail
yet.  I think bolt replacement can be made pretty easy, if need be.  But the
bolts would seldom or never be replaced.]
Who will be available to determine the bolt has sheared and needs to be
replaced?  [It should be obvious.]
[When I wrote the original message, I was thinking of using the shearing
bolts to absorb energy.  Now it occurs to me that this isn't a very
efficient mechanism - a bar or strut yielding in tension will absorb much
more.]
