Mr. Dhingra has more than 30 years experience in planning and management of 
water resources and distribution projects.  He has been involved in the 
design and rehabilitation of more than 70 concrete reservoirs and tanks.  He 
is a registered Civil and Structural Engineer.

He will discuss forensic aspects of an investigation into the cause and 
origin of a September 1998 early morning rupture of a concrete storage tank 
in Westminster, California.  This rupture sent 5 million gallons of water 
into a fire station and townhouse complex, causing significant damage.
