     Pg 4-88 AISC manual 7th ed. (old but accurate).  Example uses weld
plate thinner than flange and starts the weld at 1.5 times the width of the
plate back from the column flange.  This plate is "supported" by the flange.
Depending on the flange size and the force in it the 1 1/2 inches could put
this in the semi-rigid category especially for the compression flange.
