ACI sec 3.5.1 states that reinforcement shall be deformed (there are some
limited exceptions).  Sec 3.5.3 defines deformed reinforcing and generally
limits it to ASTM A615, A616, A617, or A706.

A36 rod is plain rod and hasn't been allowed in the ACI since the '63 code
as far as I am aware.
