Only because that's what they did in the example previously referenced,
i.e. it says "The force Fp is considered to be applied at the mid-height,
(centroid) of the panel, but this must be uniformly distributed between
base and top of parapet."  I personally think it should be a trapazoidal
load with 0.7Ca at base and 1.33Ca at roof, but his gives you almost an
identical moment as a uniformly distributed load, (for a 24' high wall
example).
