RE: ACI 318-99: Comments, Anyone?

The UBC has carried a signicant number of amendments to ACI 318, 
especially in Chapter 21.  So in the view of SEAOC, ACI 318 has never 
been "up to snuff."  The motivation for the most recent ACI 318 code 
cycle was to try to resolve most of the inconsistencies that have 
developed over time with respect to concrete design since the IBC 
will be adopted across the nation.

As to one of your "similar stories", the IBC seismic provisions are 
based on the 1997 NEHRP Provisions.  For about 20 years the UBC 
seismic provisions (via SEAOC Seismology) and the NEHRP Provisions 
(via BSSC committees) have been diverging although both started with 
the requirements of ATC 3-06.  Although the process has been painful, 
they are now converging in the IBC.
