RE: ACI 318-99: Comments, Anyone?

I think what I'm hearing--and seeing, having perused my new copy of ACI
318-99--is that the only significant revisions were to Chapter 21. It looks
as though, excepting some minor editorial changes, the rest of the code is
not much different from ACI 318-95.
