You have mentioned on more than one occasion that the 10/lw penalizes short
walls. Where this may be as it appears in the code, it was definitely NOT
the intent of the author of the section, Dick Phillips according to the
seminar presented in Alhambra, CA a couple of weeks ago. According to Dick
Phillips, the 10/lw was ONLY intended to "help" long walls but NOT to
"penalize" short walls.

I expect a clarification to be published on this issue shortly, but please
STOP promoting this erroneous information.
