My understanding is that this was part of a move to "performance based
design."  Thus, the engineer would specify performance indicators, such as
strength, shrinkage, air content, etc., but not be too specific about how the
supplier is to get there.  This reflects the success of the admixture
industry in creating an ever wider variety of ways to achieve particular
performance goals.
