There have been a good number of evidently successful pile repair projects
over time.  Depending on the general condition of the pile and bars at the
waterline you can remove the affected concrete clean and treat the bars and
encase the section on a grout.  You probably want to talk to people like
Master Builders and maybe Sika about  there experience and case histories.
