The amount of steel that you need to resist stresses caused by
temperature and shrinkage is dependent upon the length of the wall. The
shorter the length, the less reinforcement required. It is my guess that
any length less than 20 feet, probably does not need any reinforcement
for temperature or shrinkage. You still may need some reinforcement to
resist the lateral forces.

I assume these are cast in place walls. If the walls were precast and
lifted or transported to their final position, you would also have to
check out those induced stresses.
