The tests were done on 20 gauge studs.  When SEAOC reviewed the tests they
thought the failure mechanism might be different for heavier gauge studs so
a limit was written into the code.  Technically the code allows 18 and 20
gauge studs but not 16 gauge.

Does anyone have any background information on UBC Section 2220.3? This
section essentially limits the gauge of metal stud framing at plywood shear
walls to 20 Ga. I suspect the limitation might have something to do with a
tested assembly.
