There are alot of tutorials on the web that explain html.  The following
link will take you to the best one I have found.  You can download the
tutorials to you hard drive so you don't have to be on the internet while
you are learning.  I like this tutorial because it shows you how to create
the pages with a text editor and html code, rather than teaching some
program expensive program to you.  

I have found learning html to be a real kick.  If you learned Fortran or C
in school, you'll find this stuff to be about a million times easier.

I recall a seminar given some time ago by seaosc I believe by Mr. Qazi on
how to set up a web page.  I would like to know if the notes or information
is available and how to get a copy.
