There are many very significant changes from the 1988 UBC to the 1997 UBC.
Many of the chapters of the 1997 UBC are noted "This chapter has been
revised in its entirety."  And those are just the changes from the 1994 UBC.
1.    Some of the most significant changes were in the area of basic seismic
design criteria and methodology.
2.    There were major changes in seismic steel design.  Ex:  Designing
moment frames per the 1988 UBC in seismic design could result in failure.
3.    The section numbering was changed in anticipation of the 2000 IBC.
4.    Wind and gravity loading criteria and design had some incremental
changes.
 
There were many other changes, and yes the 1997 UBC will result in safer
structures.

Our Structural Code is based on the UBC 1988.
What are the major differences between the two?
Is  UBC 1997 safer than UBC 1988.
