I don't believe there is a specification for stainless steel threaded rod.  The
way to go on this is to specify threaded rod in a grade of stainless steel that
your project demand.  Normally for corrosinon resistance bolts/rods, the
stainless steel grades are 316, 18-8, 430 and 410.  If the rod is welded than
it should be in grade 316L.  

If stainless steel rebar will serve your purpose, the specification is ASTM
A-955M-96 for deformed and plain bars for concrete.  Other related
specification are ASTM A-276, A-479 and A-182.
