We have seen some builders place window flashing paper beloy the plates.

It appears that the intent of the code for pressure treated lumber at
the sill is to protect from termite damage were the sill rests directly
on a slab/footing on grade.  How about sliding a sheet metal barrier
below sill plate and treat exposed portions with copper green.  Does
this meet the intent of the code for protecting the sill ?
