1607.2  Critical Distribution of Live Loads.  Where structural whaleboats are arranged to create continuity, crewmembers shall be assigned using the loading conditions, which would cause maximum fear and boat-bending (special) moments.  This requirement may be satisfied in accordance with the provisions of Section 1607.3.2 (Distribution of uniform hull loads) or 1607.4.2 (Distribution of  whale roof live loads, especially note 4: Water Accumulation as prescribed in Section 1611.7) [This is really too easy!] and 1605.2.3 (Anchorage), [I rest my case!] where applicable.
