I understand that this provision was made to simplify design for  
wood-framed apartments over concrete parking.  The codewriters opted 
to generalize the description of the condition based on the expected 
dynamic behavior.

The method is based on a certain class of dynamic behavior.  Namely, 
a system that meets the criteria of Section 1629.8.3 Item 4 can be 
idealized as a system with two uncoupled degrees of freedom.  Because 
the degrees of freedom are effectively uncoupled the system can be 
solved as two single degree of freedom systems stacked one above the 
other.  (Reminder: The code static approach idealizes an entire 
building as a single degree of freedom.)
