Thanks, Fred (and others) for your gallant efforts at making sense of
earthquakes and their effects.

I see the pattern now:

Earthquakes jerk around buildings, 

Earthquake scientists jerk around earthquake codewriters, 

Earthquake codewriters jerk around design engineers and code enforcers.

And so on, ad infinitum.

What does it take to stop this kick-the-dog syndrome?
