This new code is not only important it contains significant errors and was
adopted with no public input even though it imposes significant new structural
and nonstructural retrofit requirements.  Just looking at Appendix Chapter 1 on
unreinforced masonry you will find that you are now forbidden to use the
General Procedure for buildings with wood diaphragms.  There are dramatic
differences in base shear depending on whether you use the IBC or UBC as the
"building code" and the term "R" is used but undefined.  Allowable UCBC values
have been tripled as has demand in tghe Special Procedure but if you need to
use values from the building code (say steel strength) there is no guidance as
to allowable increases.  And these comment are only on the first chapter.

Please take the time to review this material,  submit your comments and, if
possible attend the October 25th meeting.
