Not to mention criminal fraud on the part of contractors who purposely left
out material in order to save costs. I heard somewhere that on contractor
had multiple collapses except, miraculously, for the couple of buildings he
buit for himself. Now for the Code of Hamurabai.

The problems in Turkey were apparently due almost
entirely to two factors: 1) poor detailing, and 2)
poor material quality.
