It also has a more accurate connotation with regard to legal standing.

"Registration" is what you do with a pure-bred dog, for example, showing
that it "really is what it is."

"Licensing" is what you do when a dog has been innoculated as required by
law, showing that LEGAL REQUIREMENTS FOR PERFORMANCE have been met.
