The ENR (October 22, 1981) article on the Harbor Bay (Cocoa Beach) 
collapse was on the same page as an article discussing NBS work on the 
Hyatt skyway disaster. NBS gave 'insufficient punching shear capacity' as 
the probable cause of the Harbor Bay collapse.
