Based on AISC's Historical Record Dimensions and Properties and FEMA 273, the expected yield strength should be 24ksi. From 1887 to 1915 they had two grades of steel, one for buildings and the other for bridges.

As for section properties, there are about 16 different sizes listed for 9X21. I will fax you the table if you want.
