Sounds like a hoax to me. "No Attachment"? "Opens your browser and sends you to an infected web page?"
 
What is the "TSC" supposed to do about it? Just delete the message!
 
I'd wait a bit before sending this to the bazillion people you're tempted to send to.

If anyone receives an e-mail message with "New Great Site" in the subject
line, have them delete this message immediately without opening it and
inform the TSC immediately!  There is no attachment to this mail message but
when opening the e-mail message, it automatically launches your Internet
Explorer and sends you to a website with an infected html page...
