The term "maximum credible earthquake" used to be used in the design of
nuclear power plants - I assume it meant the largest earthquake anyone could
justify might happen at a given site based on a review of fault locations,
etc.  Thus "maximum considered earthquake" does make sense if one is
designing for an event with a defined return period.
