 I believe you would treat it as a unstiffrened element in compression with 
the compressed element taken as that above the neutral axis.   See chapter B
and 
Appendix B.

No, I am not looking for formula to calculate actual stresses, but to
determin
e allowable stresses, taking into account the lateral torsional buckling 
criterion etc.
