Two Concerns

First the cutting of the bolt holes with a torch produces a more brittal
surface which can facilitate the formation of cracks. 

Second because the plate is not continious around the bolt hole the
stiffness and strength of the base plate will be reduced by some unknown
amount.

This approach may be acceptable if there are no loads on the bolts during
service or during errection but otherwise I would need more proof.
